No they don't. It's a rumor that's been around for a long time, spread by people who either hate immigrants and want to get others mad at them too, or by people who are clueless.

That rumor has been around since the 1950's at least.
Just ask anyone who claims it to be true to show you in the Tax Code where it is spelled out. Of course, they can't do that because it's not there. |

This question is more complicated then yes or no - the U.S. has tax treaties with a number of foreign countries which change the tax laws for resident aliens. Generally, the resident alien must pay taxes, but for aliens from the countries with tax treaties, the answer is that it depends specifically on the tax treaty in effect. |

Nowhere close to true. The closest thing to true about it is that foreigners here on a student visa don't have to pay social security and medicare tax for their first five years. But most of them don't even know that so they end up paying anyway.
Our tax treaties with other countries does exempt some income from taxation. It is typically the first $5000. But it sort of just makes up for not being able to use the standard deduction ($5450 or more) that citizens and permanent residents do.
