The 14.99 is what is called "setting the hook". If a scammer can get you to send that, you then have a psychological investment in the scam. The next request is for a larger amount of money, and then a much larger amount. All the while, more and more personal information is collected, under the guise of "verifying your eligibility to receive the prize". One day you wake up, your bank account has been drained, and your identity is shared with who-knows-who. Needless to say, you will never, ever see any prize except the booby-prize. Sorry, and you were smart to ask, before sending a dime.
Do not respond to these: do not simply delete them.
Turn them in, as you would anyone else who tried to rob your bank account.
Forward ALL mails like this to spam@uce.gov and to the company, bank, or organization impersonated in the phishing email. Also, report phishing email to reportphishing@antiphishing.org. That's dot org.
Most organizations have information on their websites about where to report problems.
The Anti-Phishing Working Group, a consortium of ISPs, security vendors, financial institutions and law enforcement agencies, uses these reports to fight phishing. |

Sounds like another scam. No, if you won money, you wouldn't have to pay to get it. They could take the "delivery fee" or whatever they're claiming this is for, out of your winnings.
