Yes, they are an employee just like everyone else unless if you are self employed.

Yes, we do have to pay taxes, and are held at a higher standard because we do work for the IRS. People who don't work for the IRS have the luxury of making installment agreements if you cant pay your taxes in full, IRS employees could lose their jobs if not all taxes are not paid in full by April 15th.

Every one in the world that earn income is required to file taxes including IRS employees, and must file by April 15 and must full pay the amount owed, or could lose their job if they don't full pay or file on time. Unlike other taxpayers that don't file and if they do file and owe they immediately request an installment agreement. IRS employees don't have it easy, must file timely, must full pay amount owed, and must answer phone and put up with stupidity from taxpayers.
