No, it doesn't affect your 2008 refund, which is whatever it would have been if there had been no stimulus package or checks. The exception is if you didn't qualify last year, but qualify based on your 2008 return, you'd receive the stimulus payment added to your refund.

Unfortunately, many of the tax software designers took a short cut and calculated the stimulus into your refund for 2008 automatically, then have you subtract it back out if you got it last year. This is causing massive confusion among people who think it's being subtracted from their refunds - it's only being subtracted if it shouldn't have been there in the first place this year since you already got it last year.

No you don't have to pay it back, and you are NOT taxed on this amount. You should be aware that this year there is a credit to recover some of the stimulus amount you may have missed out on due to changes in your life mid-year. But be aware that if you try to capture this credit your refund will be delayed due to so many errors by tax preparers this year.

We will be paying back a lot more than that if the stimulus package that just passed the House goes into effect. We will be borrowing 900 Billion dollars that will be paid back one way or another.

No, you do not have to pay it back. You do have to report it on your tax return. If it should put you into the next tax bracket, it will cost you a little more on your tax.
