State rules vary by state. Minnesota, for example, follows the federal almost exactly.

Federal - maybe. It depends on your other income. If ss is your only income, or you have other income below a certain limit, then you don't. Otherwise, you will pay tax on part of it - up to 85% depending on how much other income you have.
