The dictionary definition of VAT (Value Addition Tax) has a meaning and benefits the society.
I believe today's practises in VAT, move in a different direction.
To my analysis, legitimate governments currently practise a VAT Scam victimising Customers of products and services.

Legal, yes, its part of thelaw.
Fair? not entirely, but thats largely because of the differences in pay people recieve.
The bigger problem is how the government spends it, (£20k for a name which takes 20 seconds to create and could be done by a 5 year old? £100k for a logo which takes less then a minute to design and high school kids could do better?, not to mention the silly wages they pay people which make these figures look like pocket change) if they sorted this part out, they could easily reduce VAT and make it fair. |

Well it is legal.
And i suppose its fair because the government have to get there money from somewhere.
And if they didn't have VAT then they would probably raise direct taxes such as Income tax and corporation tax which is a bit unfair.
Also, it does affect the prices but if it was removed retailers may not transfer this price reduction to the customers, so that isn't really helpful. And also prices of products are sometimes low due to competition and that. VAT is better than increases in income tax.
So then at least those lazy people who just sit and claim benefits have to give something back. And those people who work hard or spend time working get to pocket a bit more cash. |

It's convenient. Here in america everytime I go to buy an item I always have to remember to bring extra change cause of the sales tax and stuff. I would much rather be given a standard price, knowing that the 15% or whatever has been added to the original price. |

No tax is ever 'fair'. Fairness is a moral construct, whereas taxation is a purely legal construct. Tax itself is morally neutral.
It is the status of the levying party, the methodology they choose for extracting taxation revenues, and their subsequent application of that tax which determines its moral legitimacy or otherwise - and hence it's 'fairness'.
With regards to the final question you raise, the legality of a tax cannot be challenged by how it is named, but whether it is applied in accordance with the properly enacted statutes approved by the appropriate constitutional authorities. The fact that we call a tax 'VAT', which in some countries would be called a 'sales tax' is irrelevant from a legal perspective. |

I do not agree with Value Added Tax. Why should I be taxed for spending my hard earned money. The department that manages it and ensures its compliance does not do such a good job anyway. Many times you go SHOPPING and the shop assistant offers to sell it without a receipt if you don't want to pay VAT... |

Every penny the government gets is to benefit society in some way, I don't think they are victimising customers.
Especially with the recession and everything - they want consumers to spend! The British government temporarily lowered VAT to try and boost spending, but it was the best they could do without increasing national debt and damaging us in the long term. |
