For a Dependent:

You must file a return if any of the following apply.
• Your unearned income was more than $850.
• Your earned income was more than $5,350.
• Your gross income was more than the larger of:
• $850, or
• Your earned income (up to $5,050) plus $300.

I'm assuming that the $1500.00 was earned income, (he received a w2). He could get back what he paid into federal, but you have to weigh that against the preparation cost of the return.

NOPE. He does NOT have to file if that is his only income, and it was W-2. And if you're taking him as a dependent, he may not wish to. But if he had withholding, he may wish to file to get some of it back.

you can make up to 600 per year. at that point you just file zero. but in your case. he will have to file. most states require a dba to make money. but once you have a dba you will need to file every year. even if its zero.
