Since this is posted in the US Tax Section, I believe you are asking about the IRS form. Look at Form 4506-T. This is a request for transcript. The link is below.
Enter Form 1040 in Question 6
Check the box in Question 7 for Verification of Non-Filing.
Fill in the rest of the form as required. |

The only form that's close to that is I.R.B. 1077 which came out with regard to firms claiming to be lodging facilities in the Katrina/Rita areas after the hurricanes hit and claims for relief by the lodging facilities were entered.
I don't know of a previous tax filed form 1077.

The IRS 1722 letter doesn't exist any more. (Most colleges still tell people to get a copy.)
Just ask the IRS to send you "proof of non-filing." (Either call 1-800-829-1040 or use for 4506-T.) |

If you go to the IRS website, they have a list of all of the forms. 1077 is not on that list. You can ask questions there though, you might have a wrong number. |

From the research I just did on google, this is a form used in the United Kingdom for pay as you earn. |

I am an accountant and never heard of such a form. Apparently, neither has the IRS, as it is not on their list of forms.
However, if you have your return from last year, it would show that you did not pay taxes last year.
I could not find any form for proof that you did not file taxes last year. |
