My understanding is that there is NO law that requires that people pay income tax and yet I hear about people getting popped all the time by the IRS for income tax evasion.

It depends on whether or not you owe them a lot of money. If you think you owe a lot of money, see a tax lawyer. If you don't owe money, just get the process started, many with one of the big companies that specialize in tax returns.

Were you even required to file? If your income was less than the filing requirement for the years in question there's no need to file.
However if any Federal income tax was withheld from your wages you need to file to get that money back and only have 3 years from the filing deadline to claim that money.
If the IRS hasn't been in touch for tax years 2005 or earlier it's very likely that they don't think you owe anything based upon the information that they have available. File the missing returns if any refunds are due. If no refunds are due and your income is less than the filing requirement amount, there's no need to file and no benefit or penalty for not doing so.

file ASAP; if you haven't not filed your 2004 Federal Tax Return do it on or before April 15, 2008 so you won't lose your refund. If you don't have all your W2/1099 contact IRS at 1-800-829-1040; they will mail them to you.
If you have filed your 2007 and had a refund due to you, IRS will hold the refund until you file your deliquent tax returns.

i havent filed taxes in fifteen years and tey've never sought e out. i just claim under ten thou a yr. i get paid in cash anyway so i guess it doesn't matter
