I unfortunately think it's a scam. If you want to donate money check out legitimate organizations in the US that help overseas. If you donate money to a foreign organization you have no idea what they are doing with your money, at least with a US organiation you can request public information on them.

Somebody told you wrong. No, it's not deductible unless you are contributing to an IRS approved charity in that country.
And even then you'd only save a percentage of your donation, not all of it.
