How can bush give a tax refund of $800 to non-income people?

On CNN this morning they said that bush was going to talk about a plan to give people of lower income or non-income an $800 tax refund this year to boost the economy. How can a non-income person get a refund? Doesn't a refund mean they've had to pay into the system to get their money back? Isn't this going to stifle the economy later when actual tax payers have to pay back the debt created from giving all these people 800 bucks each? I don't understand the reasoning or terminology behind this.

That is why I support the Fair Tax which would require everyone pay taxes. He is going to give a refund to people who don't pay tax. Sux doesn't it? It won't stifle the economy. Refunds stimulate the economy especially when you give them to people who don't save but spend everytime a dollar hits their hand. Tax cuts don't create debt. Since the last tax cut, the government has brought in record setting revenue. If you give the people back their money, the economy grows. When you take their money it recedes.

I can tell you don't personally know anyone that is low income or has no income. You think they should get nothing. Nothing is what they live on. And this is not always their fault. I'm sorry but your question hit a sore spot. I have been disabled for 31 years and I'm unable to work. I was diagnosed with Multiple Sclerosis when I was 21. I would be more than thrilled to be able to work and pay taxes! And hats off to the government for giving WORKING low income people a tax break! This does not make them any less worthy as you or the next guy! Not everyone in this world was dealt a good hand!!!

I personally think think this is a horrible idea. First off, where does this money come from? It comes from a loan from the federal reserve, in which our government has to pay back. So, yes, in the short term, (maybe a few months) this will stimulate the economy, but I ask you, what will this do in the long term? It is going to further reduce the value of our dollar due to inflation. As for your question about people who don't pay taxes......not to be rude, but this is irrelevant, because income taxes are unconstitutional. I am low income, and I do pay taxes (not willingly, but due to the lack of money to afford legal fees such as lawyers) But regardless anyone who thinks this is a good idea is mislead. I am not trying to sound like a nut case, but I wish all Americans were aware of the damage this will do.
As I said, where does this money come from, and how is it paid back? Do you see what I mean? If this money is pumped in to our system, yes temporarily it will stimulate the economy, but it will ultimately devalue the dollar even further. We are on the brink of bankruptcy as a nation, and this will only dig us deeper in this mess......The only way to get out of this rut is to get rid of the Federal reserve and the IRS. We must downsize the government, and it's spending, we must not police the world, and first deal with our own problems, we must open our eyes and wake up and realize these facts.
If you think I am nuts, just google search for yourself about how the IRS, and Federal reserve is ILLEGAL, and unconstitutional. I cannot make up your mind, but I ask you to think for yourself, and do your own research....you will see the truth. I do have a suggestion, go to youtube, and look up Ron Paul.....he makes sense, and I think he can bring our country out of this, and make us prosperous again. Again, I want you to get your facts, and weigh this for yourself......it is up to you to see if this is right or wrong. Even if you don't like Ron Paul, he still has very wise ideas.

I am tired of the welfare people living better than working class people do. I have heard several times that even if a person does not work, they are still entitled to recieve earned income credit and they get a tax return. It is a bunch of horse crap. Not only does the working (middle) class have to take care of their own families the burden of providing for welfare also falls on their shoulders. Screw the people who are to lazy to work, if you don't pay in then you shouldn't get back either.

It was my understanding that everyone would be getting this refund to jump start the economic. Singles will get 800 and a married couple will get 1600!

Great so now people who dont work get $800 of MY money. Who else is getting MY money? Illegal aliens?

If someone isn't working they shouldn't be entitled to a Tax Refund!!!

1. Ignore the "refund" terminology.
2. Stop calling it something that Bush will do. It takes a combination of the Congress and the President to do this.
3. With that said, they can do anything they want to do, if they have enough votes.
