This is a "dead customer" scam, one of the main varieties of the 419 scam / advance fee fraud. Most of the scam emails of this type are sent from Nigeria, no matter where they claim to be based.
The real Rafik Hariri was a Lebanese politician murdered by Syrian agents. His name is used in Nigerian 419 scams as are names of many other politicians in mostly third world countries, from Sani Abacha of Nigeria to Yassir Arafat of Palestine.
The object of the scam is to get you to send cash to the criminals. They will claim there are legal fees to be paid, notaries, affidavits, inheritance taxes, bank fees, etc. The total amount demanded (piece by piece) could amount to tens of thousands of dollars. The inheritance doesn't exist, therefore you'll never see the promised millions. Any money sent by Western Union is totally untraceable once it has been picked up. All emails are sent from Internet cafes using free webmail accounts, all phone numbers are prepaid mobile phones.
Even if this inheritance offer was not an advance fee scam it would be illegal. To claim an inheritance even though you're no next of kin or beneficiary of a will is fraud. If this inheritance wasn't totally made up (to steal from you) then you could go to prison for this.

This is one of the biggest if not the biggest internet scams going around. Never send money to anyone you don't know who just contacts you out of the blue. Nobody dies leavin 36 million dollars without a will in the 1st place. |

Every body gets such spam mails, but when you put some questions to remove your own doubts for your satisfaction, they won't give reply to the specific questions. The man knows what happened only when he is cheated for a big money spent from his own pocket and gets nothing or even gets jail for having supported such frauds. They are not sending such mails to a single person, but to thousands at a time. Ans some people of course become their prey. |
