Mademoiselle Le Chat | How does cutting taxes actually increase tax revenue? |
|
|

Bob F
 |
It increases revenue because it leaves more money in the hands of the consumers who spend it, and the stores that they spend it at have to hire more people and the manufacturers that provide the goods bought have to hire more people, and those people who are working at the stores and manufacturers are taxed bringing in more revenue than was lost by lowering the rate.
If you read a good macroeconomics book, they will describe this and talk about the money multiplier or speed of money. Each dollar that the government does not take is actually spent 3 to 6 times so it is worth $3-$6 toward the gross national product and those $3 to $6 are also taxed raising revenue even though the rate is lower.
It has worked for every major tax cut but one since it was used by John Kennedy in the early 1960s. |

It might but not necessarily. If the tax reduction were to stimulate the economy enough, a tax RATE reduction would maybe still generate more revenue if the income being taxed were increased sufficienly.
If the total dollars collected were less, then, of course, it would reduce tax revenue. If you cut the rate from 30% to 25% and it caused incomes to rise 50%, then it would increase tax revenue. |

It doesn't always, but when it does it does for several reasons.
People who don't need to work, that haven't been working because the perceived the tax rate to be too high, start working. If enough do this, it raises the tax base more than the tax loss due to the tax cut.
Same people, who don't need to work, "recognize" income at the lower tax rate, more income at a lower rate sometimes makes up for the tax cut.
Another effect, people who may have been just employed will start up business at the perceived favorable rate. More businesses, more payroll, more taxes.
And people may try to work harder, more hours, higher paying jobs, when they feel they can keep more of it, the extra work seems more worthwhile.
For this to work at all, the highest tax rate need to be perceived as "too high," and the new tax rate as "not too high." Since this is subjective, each person has their own opinion, it is hard to quantify. |

depends on how much being cut and the full regulations, with less tax it is possible that more people will be subject to tax they don't in the past |

The theory is that if you cut taxes (as a %) you encourage people to work harder because they get to keep more of their income, so more income is generated and hence tax revenue goes up.
Reagan was a fan of this theory for income tax.
In my opinion it might work in certain circumstances, but cutting the odd 1 or 2% here and there makes no bloody difference at all.
If you cut your corporate tax rate to less than that of other parts of the world you can attract businesses to move to your area which otherwise wouldn't be there, usually financial services companies.
This has worked well in certain places. |

It doesn't. This is republican fiction / wishful thinking. They can find a few isolated times when it appeared to work, but that was because the economy was recovering anyway, at that time. |

It doesn't. Who ever said that it does? |

Spending is cut more than the taxes. |
|

raysor
 |
It doesn't. The cut in direct tax is usually/always offset by other indirect taxes. This may shift the tax burden from one section of the population to another. |
