the retail price index is the most common. It's a 'basket' of goods that the government monitor the price of.

They often change the things that are in this 'basket' to reflex what we are buying.

Other measures exclude morgage payments

silly people. it is measured as a percentage, but there are several different ones, some excluding mortgage payments etc...

The governent generally buy basket of goods (agreed) from all over the country and then find the average price of the basket of these goods -things like shampoo, butter... they then compare the new average price of the basket of goods to the previous years. If the price has risen there is inflation e.g basket cost £10 last year and is now £11 this year -inflation is 10 %

I believe that they take a sample of goods and average out the price increases etc to come up with the RPI. (Retail proces Index) It gives them the average cost increase.
