i have no doubt that the government will have scrutinised the legal situation with a fine toothed comb looking for a loophole that would let them charge for its use but as its not owned by or based in any one country it is simply not possible to implement such a policy. and if they did all the UK sites would just re-register abroad the way the gambling sites all did recently.
