The IRS will begin accepting returns in January. Usually it's at the beginning of January, but last year it was delayed for a week or two because congress made some changes to tax law in December and the IRS had to reprogram for the changes.
You have to have your tax papers like W-2's in order to file. Employers have until January 31 to get them sent to you.

You have to wait until the working year is over, then you have to wait until you get your W-2 forms. You are supposed to receive them by January 31 of the following year.

You cannot file until 1 January 2008. Most companies and most banking institutions will not send you the information you need before the end of January, which is when they are obligated by law to send the stuff, but if you happen to get ahold of all your necessary papers, you can file as early in the calendar year of 2008 as you like.

Typically, you have to wait for your W-2's to come back and most companies don't distribute those (or send them in the mail) until after December 31st. It wouldn't be wise to do so before then because you won't know how much you really paid in taxes for the entire 2007 year.

you usually cant file to after feb of 2008, because by the end of febuary that is when jobs start sending you your W2 i think the last day of the month is when they need to be received by then anytime after that you can file.

After the year 2007 is over. All employers have until the end of February to get their employees' W-2 forms out and you will need this information to file a return.
