i'm a full time student 16 hours and the council told me you have to be in college for more than 21 hours to qualify as full time. you will get a rebate if you are the only adult in the household 25%

As a student you are entitled to a reduction off your Council Tax and rent as well. Go to Student Services in the college you are with and they will give you the proof you need to take to the council.
Unless you are on income support then you will be exempt from paying council tax.

if you work 16 hours or more you do but if you work less then 16 hours you will be entitled for it to be reduced and will get more tax credits and have to pay less rent, unless you are in a really good paid job you should work less then 16 hours.

Full-time students don't have to pay council tax. Your university should give you a letter confirming your status; forward a copy of this to your local council.
I don't think the fact that you're working part time affects it - I worked when I was a student and still didn't have to pay. Even if your council say you do, you would be eligible for a discount if it's just you and your child(ren) - provided they are under 18 or in full-time education.
Ring your council to be sure - you can go to prison for not paying Council Tax!
