Let's not confuse a REFUND with the REBATE.

If you earned under $5000 in wages last year, then you will owe no federal income tax and will receive a full refund if you file. State laws vary, but in most states, you will receive a full refund of any state income taxes as well, as long as you file for it.

You can file a w-4 form with emloyer, and have it set up so that no income tax is withheld.

It depends on the state. Both of my children received both of their's back. You can do your taxes and e-file for free online. Just type free e-file in a search engine and it will take you to the site.
