I am filing my taxes online and it is free for the federal part but the state has a fee. Is it mandatory??

You do not have to e-file your state return and pay a fee.

If you live in a state that does not have state income taxes, then you do your federal return (for free) and you are done.

If you live in a state that has state income taxes, then you can still do your federal return for free, but you will have to either pay to e-file your state return, or send a paper return to your state.

You don't have to file the state return through the same site. You can file it on paper by mail if you want to. And check your state website - most states allow a free efile of your state return through their site.

if you make over a certain amount...in CA it's 3 or 4000 dollars...it is mandatory to file.

most states do have a free e-file for state taxes, you'll just have to do it separately.
for example, i filed my federal taxes thru turbo-tax for free, and then did my state taxes for free on the franchise tax boards website...yes, i had to do everything twice, but it was free!

According to the instructions of various tax preparing websites, if the federal part is free and they charge for preparing the state return, your options are to either pay the fee or to stop and not use their services to prepare the state return.
A lot of states base their income tax returns on the federal income tax return; if this is so with your state, you could basically copy the figures onto a blank form. However, you must use caution and make certain to fill out the form correctly. As an alternative, many libraries and other places have free or reduced rates for filling out income tax returns, either state or federal

Yep. Sometimes you don't HAVE to file if you made under a certain amount of money. It varies tho.

Presumably you would have no problem paying for an accountant's tax services, or for tax software, or paying in "time" to prepare the filing yourself, why would you have a problem paying the state a fee to file? (I doubt the Federal filing was really "free", you paid someone something, you just didn't notice!)

Filing your taxes IS mandatory, and State Revenue agencies are the LAST people you want to pick an argument with! (Okay, second-to-last! The Federal IRS would be last!)
