It depends..how much you owe..how long you have owed it. How much, based on your income, you can afford to pay. You can request an offer in compromise to reduce the liability...or you can request to pay in installments over a 12 month period...with interest

Depends on the amount you owe. But may be difficult, IRS does charge a fee of $150. and must be submitted with the Offer in Comp and it is non refundable.
It would be better to download form 9465 Installment Agreement Request and also Form 433-F Collection Information Statement,make your payment proposal as much as you can afford each month. (IRS grants installment agreements for balances up to $24,999.00 and accepts 1/60th per month. Divide the amount you owe by 60 and that is the minimum accepted monthly) If you fill out form 433F and you don't make a payment proposal IRS will let you know how much they will accept once they process your F433F.
If you prefer you can call IRS at 1-800-829-0922 or 1-800-829-8374 0r 1-800-829-7650 or 1-800-829-3903 to set up an installment agreement or see what other options you have. Don't Ignore IRS, if you do your wages or bank could be levied.

they will sometimes take a settlement... if they think you won't ever be able to pay.... however the fine print says that you ever come into money, they are entitled to recoup their losses....

Don't count on an OIC. They are extremely hard to get unless you have absolutely nothing that could be sold to raise the money and no prospects of long term employment.

Your best bet is to request an installment plan and pay whatever you can whenever you can.

It is my understanding the IRS will accept an Offer In Compromise however there are several stipulations that must be met. The IRS will require you to fill out a full financial disclosure form and they will analyze your ability to pay based on that. They may accept an offer but the offer must be calculated "just right" in order to be accepted. I got the bulk of my information from the site referenced below.

Yes the IRS may do that.
Have a tax preparation expert (CPA or tax lawyer)
represent you and meet with the IRS people at your
representation's office, not at your home. Also, be
quiet and let your advocate do the talking.
