If you do not have $3000 in "qualifying income" in 2007, then you will be ineligible for the rebate, but you may still benefit under the plan.
While the rebate depends on your 2007 status and income, it is actually a rebate toward your 2008 taxes. According to the Economic Stimulus Act of 2008, taxes would be cut in 2008 from 10 percent to zero percent on the first $6,000 dollars of taxable income for individual taxpayers.
So if you have taxable income in 2008, you will see a tax cut when you file in 2009. |

With no income and no W2 you have nothing to file on. As for the $500 free refund, that is for tax payers. |

Did you pay taxes to the US federal government for the tax year 2007? You are not eligible for a refund unless you paid taxes that year. |

Silly question, you must have been earning money all those years you were outside of the US. If you are a US citizen or resident alien, did you file those years? Being out of the country did not make you exempt from taxes.
If you are a non-resident alien, then you won't be eligible for the $300 to $600 rebate anyway. |
