You will eventually have to file for that year. It takes them a few years to catch up with the non filing of someone, but if you worked at all, and had taxes withheld, then they will eventually do the work for you, and charge you for any fees, and fines, and then you can have anything that may be due to you, if theres any left over. |

The gov does not mind if they are late paying you, but if you are late paying them, then you will owe interest & penalties. However, the stimulus checks were time sensitive. |

If you are talking about a refund check, yes file and you'll still get it.
If you are talking about a stimulus check, it's too late for 2007. But if you file your 2008 return on time, and qualify based on that, then you'll get it this year. |

You must file your 2007 before you file your 2008 tax return because if you have a refund due to you for 2008 IRS will hold your refund until you file 2007 or any other tax year you have not filed. IRS will hold the refund until your returns are processed, and if you owe your 2008 refund will be offset to your debt.
You will not get the stimulus for the 2007 but you can recover the credit on your 2008 tax return,
