(disclaimer: I'm not a tax expert or an accountant)

If you didn't owe any taxes (ie, you were going to get a refund those years) then I don't think there's any penalty at all. You should still file though, there's a chance you can still get your refund in this case.

If you did owe money for these years then yes you'll owe some penalties and interest on top of whatever the original amount was you owed them. Don't panic, the IRS is actually pretty easy to work with in these cases as long as you contact them and show them that you're genuinely interested in paying things off. I wound up in situations like this a few times about 10 years ago and they were pretty accommodating. Give them a call and they'll set up an installment payment plan for you probably.

If you owe money is when you pay penalties and interest. The longer you put off your financial responsibilities including your taxes the more you pay.

If you have refunds coming for those years, there are no penalties. If you owe though, there are penalties for not filing, for late payment, and interest. But it isn't going to get better - the longer you wait to file, the more the penalties will add up.

if you are entitled to a refund you need to file before three years is up or they do not have to pay you that refund. and yes they are easy to work with.

If you don't owe you should be charged anything,
Just file ASAP, by not filing your 2007 return you won't be qualified for the stimulus rebate.
You can mail your returns to the appropriate IRS or take them to your local IRS office.
If you need wage information for 2006 call IRS at 1-800-829-1040 or visit your local IRS office for the w2's.

1. You must file your tax return if you are required to file.
2. If you owe taxes, you will also pay interest and penalty.
3. If you have a refund, you will not get it till you file. Also even if you expect a refund and IRS finds something on your tax return and you owe taxes, you will pay interest and penalty. So file.
