I didn't file taxes in 2003, is there a waiver so I don't have to pay the penalties?
I got a letter from IRS saying I owe money for not filing taxes in 2003. I was 19 and made 16k that year. I lived with my parents and I was a full time student but I wasn't claimed as a dependent. I don't have money to pay them. Is there a waiver or some sort so I don't have to pay?

The IRS will waive penalties in cases where you have a good reason, such as long-term hospitalization, POW status, etc. It appears that your excuse is either ignorance or laziness and unfortunately neither of those are sufficient cause for a waiver.

Prepare and file your return. It's entirely possible that you have already paid in enough to cover your actual tax liability and the IRS numbers are wrong. They get it wrong in these cases more often than not, actually, as they don't have information on your filing status, exemptions, deductions, cost basis for capital gains, etc. You may actually be due a REFUND from Tax Year 2003, unfortunately it's now too late to claim that; the deadline was April 15, 2007. At least you would not owe the IRS anything since there is no penalty if you don't owe any tax when you do file.

Not paying is not an option but you can get setup on a payment plan, I would contact a tax lawyer if you need some help working it out.

No there is not a waiver, they will get it from you one way or another if you do not pay...unless you go to a tax lawyer-even then you will have to owe a lot for them to consider taking you as a client & would probably cost you more than you owe. That means they will seize your bank accounts or garnish your wages (at a ridiculous amount) if you decide you want to ignore them. You can try to get a payment schedule from them, but your best bet is to pay them.

well if you dont have money to pay them back you can call them up and ask them for sometype of agreement they will work with you

You should go ahead and file a return. I'm sure there are deductions you can take since you were a full time student along with the standard deductions. the IRS is billing you based on any income reported to them from your employers. If you do not owe anything once you do the return, there will not be any penalties.
If there are, the IRS will work with you and make a payment schedule you can afford. Good luck!

No, you owe them money. Pay up.

Chances are if you filed back then, you wouldn't have owed anything. But with not filing, now you are going to be charged penalties and they may want to look at everything since then.

Well, technically, you should have filed "student exempt" on the W4 form you filled out for the job you had that year. To claim exemption now is nearly impossible, unless you are absolutely able to prove that you went to school full-time. It sounds, to me, like you're going to have to pay the money but you can claim a hardship and get them to defer (delay) the amount, add it to your taxes for this year or, at the very least, make small payments.
