If you have income from any source, you should file taxes. If your income is below a certain amount you will not have to file. You can get tax information online or in person at a library.

If you did not work at all for the calendar year of 2006, then there is no reason to file. If you earned any income...even if was not much...then you have to claim.

Its not so much a matter about whether you WORKED, but more about did you receive money/earnings of any sort. Interest earned from stocks, rent from additional properties, inherited money etc, get taxed also, not just your paycheque. It never hurts to at least look over the tax return forms just to make sure you understand what constitutes as earnings.
If you're certain you did not receive income/money of any sort then you could skip filing a tax return. Often if a spouse is the sole worker in a family they need only file as is the case for myself. He personally files and somewhere on the form Im listed regardless of having received no personal income myself.
