Additional Details
I put the phrase it quotes because that is EXACTLY what the letter says. I have two master's degrees and teach English for a living, so I am pretty certain I know how to read a letter accurately. Thanks to those who did not insinuate I can't read and tried to answer my question without making that assumption. |

The wording is poor on the letter, It was really to be MAILED no later than yesterday. You should get it next week. |

The letter is poorly written.
The IRS *mailed* the check on 5/23. The IRS has no control over the speed of the post office. |

The letter SHOULD have stated that your rebate will be prepared and MAILED BY May 23, 2007. It could have been done any time during the week. You have to allow for mailing time, typically 3 to 5 days in most of the country, for the check to actually arrive.
The IRS cannot predict when the mail will be delivered and frankly I've never seen them state that you would actually RECEIVE something by a given date, only that it will be MAILED by a given date. Even if they did word it poorly -- the IRS is run by error-prone humans like everything else is -- you'll just have to wait for the US Postal Service to do their thing now. |

Make sure you read the letter correctly, it may have said it would be mailed out by the 23rd, and if you didn't get it within 3 weeks then you call the IRS. |
