Just because you have PAN, it is not necessary to file Income Tax Return. Income Tax Return needs to be filed only when you have taxable income or you need to claim refund of tax deducted by your employer or the institution making payments to you towards interest or professional services or commission or rent or winnings from lottery / game shows or horse races or contracts etc.

No It's not necessary to file IT return. It's depends on your Annual Income and investment like LIC etc.

It is advisable to file tax return irrespective of having Pan Card or taxable income. If you do not have Pan card then you should apply for it and then file your tax return.

People have income under tax limit (1,10,000 for Men and 1,45,000 for women) also should file their tax return since it serves as a proof of having legal income and saves you from all future IT issues.

DEEPU
PAN is just an identity no. given to you by IT Dept. By issuing this no., the IT Dept ropes you into their net of people who have agreed to file their returns when their income exceeds the limit. Hence, even if you possess PAN, you need not file returns unless you exceed the income limit.
