Taxman can, and will, go back seven years

Not everyone is sent a tax return - generally only those who do not pay tax at source or who have more complicated affiars.
If you think you owe tx, its your responsibility to ask for a return, no question.
HMRC can go back any number of years if they choose.

if your income is classed taxable of course your liable its your concern to see a return is sent into IR and if you haven't received a form you should contact them so watch out for a demand as soon as they assess you and in your case the whole 10 years and no appeal//i take it your not PAYE
