Send the completed form, or a letter detailing the alleged fraudulent activity, to Internal Revenue Service, Fresno, CA 93888. Please include specific information about who you are reporting, the activity you are reporting and how you became aware of it, when the alleged violation took place, the amount of money involved and any other information that might be helpful to an investigation. Although you are not required to identify yourself, it is helpful to do so. Your identity can be kept confidential. You may also be entitled to a reward.

No lawyer is done with you. Lawyers are incredibly vastly overpaid {it's fraud. Fraud is defined as: accepting money and giving nothing in return}. Realistically, you have to stipulate that you will pay after performance. I never once got paid for my expertise on doing taxes in advance. I finished the taxes, then signed the 1040 when I got paid.
Yes, report him to the Better Business Bureau. Now, here is what you should do:
File a form 3949A to report the fraud

Report suspicious actions by tax professionals to the email address of the IRS Office of Professional Responsibility.

Putting together an OIC is a pain. The lawyer *should* have discussed with you the minimum amount the IRS would accept ("reasonable collection potential") and the fact that if you offered less, it would be rejected. About 75% of OICs *are* rejected.

If he promised that he could make the bill go away "for pennies on the dollar" he was an idiot, but you were foolish enough to believe it.

I presume your lawyer did not guarantee that your offer would be accepted. To do so would have been foolhardy. It is impossible to determine how much would be acceptable until after making an analysis of your situation. I suspect a compliant to the BBB will not help any unless a money-back guarantee was part of the deal.

The game is not over yet. The rejection letter you received will state what the IRS examiner feels is an appropriate amount and why. You have the option of taking your case to IRS appeals if you can show that the examiner's reasoning is faulty. I have taken offers I prepared for my clients to appeals and succeeded there. Your attorney should review the rejection letter and make the appropriate response.

You can't file a complaint against him - you paid him to prepare and file the OIC, and he did what he was paid for. It isn't his fault that it was rejected. Most such offers are. You don't have a legitimate complaint

contact the attorney, tell him to give you back or money or fix this and make him aware that if he does neither then you will file a report with the BBB and that you will file a report with the police and take him to small claims court, he's an attorney so expect him to tell you that you have no grounds, that you wont win, or anything along those lines, he will try to scare you into backing off. Dont back off!!! Lawyers are snakes, by him taking your money you entered into a contract with him, if it was not in writing then it was still a legally binding verbal contract and he will be well aware of that, if you pay for someone to paint your house and they only do half you wouldnt let them just walk away, dont let this snake get away either!!!!

Go to the BBB website and report it. Also, go to the police and tell them what happened.
