A person must have at least $3000 in qualifying income. Qualifying income includes both Social Security retirement beneifts, and Social Security disability benefits.
It does NOT include SSI (supplemental security income).
You must file a 2007 tax return to get the rebate, even though you normally wouldn't be required to file.
The IRS has made the following web to answer your question, including examples on how to fill in the form 1040A. (click on the first link that comes up from google search).

You would receive the rebate several weeks after filing the tax return. |

If you filed for 2007 & you don't owe the IRS any money even if you are retired or receive Social Security, except for SSI recipients which is different then regular Social Security.
SSI recipients did not contribute enough (or any) money into the Social Security. |

You need to file a tax return to receive the rebate.
If you filed a return by 4/15, and you qualify, you should be gettting a rebate within the next few weeks. |

If they had at least $3000 in qualifying income for 2007 and filed a 2007 tax return, yes they'll get $300 per individual, on the same schedule as everyone else is. Social security retirement or disability is qualifying income. A private disability payment is not. |

Retired persons who have $3,000 or more of Social Security will get a $300 rebate.
Disabled persons who have SSI will not get a rebate. |
