if you file a joint return yes.
he can file as a Injured spouse to split the collection results between the two of you, this is better then filing seperate as when you file seperate you lose many available deductions and credits. link below will get you started toward the Innocent spouse section, yes it takes extra form(s) of course.

They will intercept the whole thing, so you either needed to file an injured spouse form on him with your original filing or file one when you get the notice they have intercepted it. |

If you file a joint return you need to file an "injured spouse" form for your husband, so the IRS wont take his portion of your tax refund to pay your back taxes. |
