the best option is PPF, if you have a PPF account already then invest in any ELSS mutual fund ( hdfc or birla ). market is not going to remain down for ever. investment made today will definitely fetch handsome returns in three years

If you want to invest only for 3 years then you have to go for ELSS, out of the various options available u/s 80C only ELSS has a lock in period of 3 years, rest all are 5 years or more.
