paying it and displaying it are two different things, it clearly says with the documentation that comes with it that you must display it once received. If it was within 7 days of purchase you could argue that you hadnt yet received it, but any time after that you dont have a case as you had to notify them within 5 days of non receipt.
if it really was more than 7 days you have no choice, pay up and dont get caught out next year.

Pay the fine, go down to your local supermarket with a screwdriver, take some polish number plates from a car fit them to yours. Then send your car tax back for a refund pay the £60 fine cancel your insurance and take your family on holiday!! If you go to poland it should be nice and quiet they're all over here. If you paid with the DVLA on-line but had not yet received the tax-disc from them, then you are in the clear.
The DVLA will be able to confirm the date-time of the transaction and if this was before you were stopped then you are in the clear.

The rules are on the form they sent you to renew your tax so the only possible excuse you can use is that the car was en route to get an MOT or from getting one within 14 days of the renewal date
I couldn't get mine MOT'd until 8 April so strictly only for that purpose I could drive it to and collect it from the MOT garage.
There is no other basis for appeal
