You don't need a tax attorney unless you are charged with a crime.
Take your stuff back to Block and have them look through it.
The most common cause for letters like this is a W2 that was not entered on your return.

When did you file your return? Was it in Oct, or did you file before Apr 15, and just didn't pick up paperwork til Oct? If you filed in Oct, did you file an extension in Apr and did you make a estimated payment?
Go back to H&R Block with letter and they will help you.

If you filed for an extension, your returns were not due until Oct 15. If you did not then your taxes were due on April 15 and when they were filed in Oct they were late. The IRS would then assess a penalty for late filing as well as interest on any taxes you owed, but did not pay by April 15. You do not need a tax attorney to pay your taxes. If you do not understand the notice you were sent you can call the IRS and asked someone to explain to you why you received the notice and what you need to do. If you need help you can contact an Enrolled Agent to help you resolve your tax issues.

What did it say?
Did you get a CP2000? This is a matching program and it's saying that the IRS got reports of more income than you reported on your tax return.
Did you get an audit letter saying you were being disallowed a dependent, deduction or credit?
It's hard to give you any advice with zero information.
