Depends on the amount of other income however if you dont file a 2007 tax return you have ZERO chance at getting a tax rebate check.

You would only have to file if other income is enough to require owing taxes. That is unlikely unless you had significant interest or investment income (reported on 1099 or other forms). The income required to require filing taxes depends whether you are claimed as a dependent.
If you sold investments you might need to file to document the actual gain/loss (sale proceeds minus cost basis), so the government does not think you gained the full amount of the sale (or to carry the loss to a future year). But that is not an issue for bank account interest.

Possibly. The requirement to file a tax return is based upon your INCOME, not whether or not you have a job that sends you a W-2.
Did you have any OTHER income? Odd jobs under the table? Self-employment income? Dividend, interest or other investment income? Sell any securities? Rental income? Royalties? The list goes on.
