In the U.S, the only way you do not have to file is if you have no earned r "unearned" income in some situations. If, e.g, you have at least 20 in tips, you must file. If you are a church employee and make at least 108.28, you must file. The Internal Revenue Code even has a "kiddie tax".
That's right. If one puts an investment account in a child's SS number, the child has to pay taxes on it. So the parent or caretaker files for the child, of course. The parent or donor to the child should do it both ways to see which way results in the lower income tax liability. Realistically, every one has to file because, even if you do NOT work for someone else {then you will have to file to get the tax taken out back}, you will have to register your business, pay the taxes. but file you taxes, this way you will get a refund and this year a rebate ($600).

No, you don't have to file a return. But if you want to get a refund of the taxes paid, then you should file. Also, if you want the stimulus package, you must file a return.

Yes. You do. The required minimum income to file for taxes is $3,000 or more a year. You will also be receiving a tax rebate this year from the government of about $600.00 around May 2008. This generous rebate is a strategy from the government to stimulate the economy in hopes people will spend the rebate on wanted goods. It is called the "Economic Stimulus Package", look it up. All you need to do to qualify is file your taxes.
