The IRS will collect the past debt first.

According to the IRS:

Q. I'm eligible for a payment but I still owe federal income tax from a prior year. Will my payment be reduced?

A. Yes. For this purpose, the stimulus payment is treated like any other tax refund. This means that part or all of your payment can be used to pay past-due federal or state income taxes or non-tax federal debt such as student loans and child support. If this occurs, you will receive a letter explaining how the stimulus payment was applied.

NOPE> it will go towards your past-due obligations. The gov't is not going to GIVE you $$ when you owe them. But it will speed up your repayment, so you can get them off your back!

No. The IRS will apply any rebate check to your outstanding tax liabilities before refunding you any money. This includes if your return has a refund, the refund will also be applied.

If you OWE tax dollars to the US of A, then you should not be receiving the rebate, right? Pay your taxes like the rest of us - if you owe back taxes, your rebate should be applied to what you owe.
