Why wouldn't she? Unless explicitly exempted by law, all income is taxable. I have yet to see an exemption for Sally's seashells.

Sally selling seashells by the seashore and taking no taxes to give to the government makes her a cheat and that's not neat.Piling her pic-ups by the pier probably proves poor profit, possibly putting police,properly, patiently planning a judicial protest procedure.Sally selling seashells by the seashore sounds like a cell. Sure, she would be subject to tax.

She has to declare what she was paid for the seashells as income. She does not declare the shells themselves as income. She may also have to pay self-employment tax. Depending on state law, she may be required to collect sales tax from the purchasers of the seashells.
