The EU is controlled by its member states. Therefore, all major decisions that are made have had british approval in some form along the way.
As for tax, it seems member states maintain their own tax responsibilities (France and German have different rates of VAT for example). If the UK adopted the Euro, then the interest rate(s) set by the ECB (European Central Bank) would be used in the UK |
