According to the IRS:

You may qualify for a minimum payment of $300 ($600 if filing a joint return) if your tax return reflects $3,000 or more in qualifying income - which includes Social Security.

BUT YOU MUST FILE TO RECEIVE THE REBATE, even if you are not required to do so.

Yes, but they'll have to file a 2007 return to get it, even if they normally don't file, and don't have enough income to have to file.

No. If you don't file taxes for tax year 2007, you don't get the rebate.

Even if you don't file taxes, and the only income you receive is either social security, or retirement, then please file... The only way a person is to receive these rebate checks is to file if you have at least 3,000 dollars in income, no matter the source of income.

They have to file taxes... If your AGI is atleast $3,000 (this includes SSI)... Then you can qualify... But the only way the government will know is if you file your tax return for 2007.
