If you don't pay the $500 you owe by April 15, the IRS will take more than the $500. They'll take interest and penalties as well.
Here is a Q&A from the IRS:
Q. I owe some money on my 2007 tax return but the amount I owe is less than my expected stimulus payment. Can I wait to pay the balance due and simply let my stimulus payment cover it?
A. You should file your 2007 return and pay the entire balance due by April 15. You should not wait for your economic stimulus payment to offset the balance due. If you wait, penalties and interest will accrue between April 15 and the date the balance is paid, even if it is ultimately covered by the stimulus payment, which will not be available before May. |

No. They're totally separate things. You owe $500. on your tax return and have to pay that when you file - prior to April 15th.
The economic stiumulus money is separate and they will send you the 600. between May and June after you've already paid your taxes. If you don't file and pay, you won't get anything but will still eventually owe the $500. |

The IRS usually will offset any refund or rebate to cover past due tax first. This is different in that it is a rebate, and not a refund, but I would not be at all surprised if they took the $500 first. The IRS position is that the IRS always comes first above anything else.
Since this is based on people who filed tax returns and paid tax, when they see you owe tax you can bet they will zero the tax due first and then send you any balance. They are not about to send you the $600 and then hope and pray you will send them back the $500 you owe. They know that is never gonna happen.
An extension as mentioned below is NOT an extension of time to pay tax and it will not prevent any interest and penalties from accruing; it is merely an extension of time to FILE a return and your estimated tax must be paid with the extention application. |

that depends on what 600$ refund check you mean. if you mean the one that Bush is sending out later in the year then the answer is no, as that is more of a rebate. If you are depending on that money to pay the $500, then i reccommend filing an extension with the IRS to hold off fines ect... till you get the rebate. otherwise you could qwickly see the $500 dwarf what you end up getting later this year. |
