You can appeal your assessment. But to be successful you'll have to prove not only that the value has gone down, but that it's out of line with comparable properties. If most of the houses in the area have lost value, they probably wouldn't be reassessed - if they were, the taxing authority would just end up raising the tax rate and everyone would be back where they started. |

When there are wide-scale property devaluations as we are seeing right now, it's not at all unusual for your property's assessed value to drop yet the tax bill to increase. If the tax district reduces values across the board, the millage rate has to increase to maintain revenues unless they substantially cut services as well.
Property values in my county have been lowered across the board about 20% this past year. However as expenditures did not also drop, the millage rate increased significantly and everyone's tax bill went up a bit. |

Tax assessments are done in set intervals, maybe every two or five years. They’re mostly based on comparisons between the general size and features of your house compared to recent sales data on other similar houses. (When I say “similar” I mean in size and #s of beds/baths.)
Whenever the next assessment happens, if you don’t agree with the valuation you can dispute it. It’s just not too common for local governments to agree with you. |

Not sure how you do it in Ohio - but in Michigan, they passed Proposal A. That capped the amount that the taxable value of a property could go up per year. We have three values on our properties: market value, state equalized value and taxable value. Property taxes are based on the taxable value of the property.
For example, if the cap is 3% a year, and property values go up 10%, then your taxes would still only go up 3% a year.
SO - you may end up with a house worth $200,000 on the market in 2007, but the taxable value is still only $100,000. If the the market goes down, so your house is now worth only $150,000 in 2008, the taxable value can still go up by the 3%, since $103,000 is still less than $150,000. Your 2008 taxes would be based on $103,000, so they would go up from 2007, even though your property lost 25% of its value.
Your property taxes would continue to go up every year until the taxable value caught up with the market value of the house. Then the assessor would adjust the taxable value to be in line with the market value. |
