Yes, but why would they want to?
Let's say the rate goes up 3% for people making over $250000. A $10,000 donation only saves them $300 in taxes.

Yes you can do that, but it you'll STILL be out of pocket for the difference between the donation and the tax savings. If you donated the $10k you'd save about $3,300 in taxes but would still have $6,700 less than you would have had if you had not made the donation.
Actually, $250k falls about midway in the 33% bracket so you won't drop a bracket anyway. Spending money to save taxes virtually NEVER pays off. Make the donation for the good that it does, NOT for any tax savings. |

It wouldn't do that much good. There is no great benefit of falling down to the next bracket.
You do not pay tax on ALL of your income based on the tax bracket in which you happen to land. Everybody regardless of income pays:
0% for the amount of your exemptions and deductions (at least $8950)
10% for the next $6000 ($12000 for Married Joint filers)
15% for the next bunch depending on filing status
25% for the next bunch depending on filing status
28% for the next bunch depending on filing status
etc.
So people with $250K income do NOT pay 28% on ALL of their money just because their last dollars are being taxed at 28%. So there is no great benefit to working your way down to the next bracket. Of course they would save 28 cents on every dollar they donated because that is how their bracket is having them taxed. |

Tax brackets are progressive. Deductions will reduce tax at the highest marginal rate. |
