it actually depends on whether 13 dollars is the gross cost before tax or the net cost after tax...

for the net cost of something to arrive at 13 dollars at a 15% tax rate, the base cost of the item would have to be $11.30, the tax of which would come to $1.70.
$1.70 is not only 15% of 11.30, but also, 11.30+1.70=13.00


otherwise, if the gross cost--before tax--of the item is $13.00, then 15% of it is 1.95, which would combine for a total of $14.95

It depends where you are in the country. GST (goods and services tax) exists everywhere. It used to be 7%, but over the past couple of years it's been lowered to 5%. Many provinces also have PST (provincial sales tax). PST in Ontario is 8%, so the total tax would be 13%, or $1.69. Then again, Alberta doesn't have PST, so the tax would only be $0.65.
