Federal and State (and Local) each handle their own tax collection and payment to one jurisdiction has nothing to do with payment to another. The only exception to that statement would be that federal will credit your state and local taxes if you itemize your deductions on schedule A

If you live in a state that has federal income tax, you do - and most of the states do.
It's possible that you would have to file a state return even though you don't have to file federal. That depends on your state's laws. In PA for example, if you have income over something like $37 you are required to file a return.

If your state has a state income tax, you do have to pay that as well. Not all states have state income tax.
If you live in a city or locality that charges income taxes, you also have to pay that.
