You only pay VAT @17.5% if you make the selling of goods a business. You would need to be VAT registered to do this, however if you are selling goods online and you are doing this from home and you are using unwanted goods or personal items you are exempt from this.

You need only register and pay vat if your turnover is over £50,000 and something a year. I cannot remember the exact figure as it keeps changing. So unless you are making a substantial business out of it, No you dont have to charge VAT

When E-bay take their fees off, in your personal folder it shows a net amount and the gross amount includes VAT. I think it is in all charges you pay them.

it's built into the fee that you pay ebay, they will tell you how much you owe to list the item and then again when it's sold they will tell you the fee, don't worry about VAT

You only pay VAT if your business turnover is more than £61,000 per year.
Therefore you wouldn't charge VAT unless you are registered with the VAT office. You will be charged VAT on the listing fees though
