Oh here we go again the three day thing is always a good laugh even JCPlus cant get that right, no surprise as they no longer train their staff due to the cuts in budgets in 2004.
Job seekers allowance is normally paid every two weeks by automated bank transfer, it is paid in arrears, based on National Insurance Contributions for the first six months (JSAC) and after that from the tax review and is called JSAIB.
Payment of JSA actually becomes due on the day the signature is taken, commonly called a 'signing day', but the three day rule was applied when payments by post became common in the 1950's, the regulation actually stated: 'Payment will be received within three Post Office working days, including Saturday...' and applies only to the non-receipt of a Giro cheque payment cashable at a Post Office. The actual reality was that most people received their Giros within two days.
These rules were often ignored by benefit office staff who would make people wait longer to report non-receipt, this often created an opportunity for fraud.
When the automated bank transfer payments (ACT) became more commonplace in the 1990's the regulation that governed these took on the banking code of practice, this being a bank transfer to an ordinary current account will take FOUR banking days to clear, banking days being Monday to Friday.
This effectively means that someone that signs for their benefit on a Friday cannot report non payment of benefit until the following Thursday! |
