No, it's not illegal to not file a tax return. If you don't make more than your personal exemption ($3,300 for 2006), you don't have to file.
Of course, if you have a full time job, more than likely, you'll have to file. |

Yes of course. Technically, if you paid withholding in sufficient amount, you can not be penalized, but the only way to prove that is to file. Failure to pay taxes in full is illegal |
