return of income is required if income is more than exemption limit .if u are a NRI and has only house loan ,means your house is self occupied and not given on rent than it is not necessary to file the return but it is better to file the return ,now a days you can file your return online and no annexure is required ,benefit of filing the return is that the loss you have from house property due to interest on loan can be carried forward upto eight year and if in next eight year you have income from house property it can be set of in next year against loss of previous year so only benefit to file the return no loss so you should file the return.

Yes it is always advisable to file a return if you have a PAN Card, though you might not have any taxable income. Simply state that in your return and it should be good... 1.If u given the property for rent and loan repayment then u should file a return for claiming loss from house property
2.If ur family members are living in that house even then u should file a return to claim loss
