Afraid so. Every State has information sharing with the IRS. No one gets by the States just as no one gets by the IRS. The State demands your social insecurity number just as the IRS does. Once they have that, they know your entire life: where you've lived, your spending habits, education, whether you have filed before, your income, character, mode of living, ad nauseum.

If you do not file your State taxes, your State will take the information they received from the IRS, send you a bill based upon your income and assume no State tax was withheld!! You will have a huge income tax bill with penalty, interest and a willful failure to file penalty tacked on. Nearly every State has amnesty programs from time to time. If the concealant comes forward, he suffers tax, interest and penalty, but maybe one or two of the penalties are waived and he does not do time in the penitentiary.

It depends on your state. Some states don't have an income tax. And in some that do, the rules for having to file are very different from the federal. In PA, for example, you have to file if you have over $34 income.
